Bridge VLAN component + port update

Inter-linked generic #ethernet component-port create/remove #API and the counter parts for #VLAN sub-system. This will enable the certain commonly used attributes like #FDB table from VLAN sub-system for all #component s and #port s. Also the attributes in VLAN sub-system are initialized with #defaults when #status is cascaded between APIs.
